Victims and the HMIP Framework– What you need to know

This interactive workshop explores how youth justice services can deliver effective, child-centred work with child victims and witnesses in the context of the new HM Inspectorate of Probation (HMIP) framework.
Building on learning from recent inspections and frontline practice, the session will move beyond theory to address the real challenges services are facing now—from strategic planning to evidencing victim work, to navigating consent, contact, and information-sharing with police and partners.
We will explore the tension between Child First and restorative practice terminology like “person harmed” versus statutory bodies continued reliance on “victim”. The workshop will examine what this means in practice and how to work confidently within both frameworks.
Drawing on examples from services recently inspected, we will look at:
- What HMIP expects to see in relation to victim work—and how to evidence it effectively
- Why recording every contact attempt and having clear contingency plans is critical
- The importance of a whole-system victim strategy, beyond a single worker
The session will also tackle key systemic issues, including:
- Support for those harmed in court cases compared to out of court resolutions
- Delays in the system and ideas for earlier access to support
Alongside this, we will share emerging good practice in:
- Integrated safety planning for both the child harmed and the child causing harm
- Designing accessible, inclusive materials
- Improving feedback without overburdening those you are trying to support
