The Taylor Review is undertaking a review of the youth justice system. The Interim Report sets out plans to transform youth custody in England and Wales and recommends that children should serve their sentences in secure schools rather than youth prisons.

The Secretary of State for Justice has commissioned child behavioural expert and former head teacher Charlie Taylor to undertake a review of the youth justice system. Charlie Taylor’s Interim Report sets out proposals to redesign the secure estate in order to cater to a smaller but more challenging group of children by placing education at the centre. The creation of smaller “secure schools” would provide high quality vocational education in a therapeutic environment and give local areas a greater say in the way children are managed by devolving responsibility.
