Two volunteers from the local area who will meet with the child who has offended (and parents or carers where relevant), and facilitate a restorative process.
The purpose of this process is to enable a contract to be negotiated and agreed which will define the activity during the Referral Order. One panel member will act as the panel lead. The panel also includes a representative from the youth justice service (YJS) in an advisory capacity.
